This service includes the successful planning, delivery and evaluation of all Homeland Security Exercise and Evaluation Program (HSEEP) exercises: seminar, workshop, tabletop exercise, drill, functional exercise and full-scale exercise.
CHHS provides full-service exercise, evaluation, and training (EE&T) support and expertise to help our clients test their emergency preparedness strategies, processes, and technologies. Certified CHHS professionals provide expert exercise development (including seminars, workshops, tabletop exercises, drills, functional and full-scale exercise) facilitation, and evaluation for clients’ plans, policies, and programs. CHHS develops customized training and exercise programs for clients’ specific needs. We can guide clients through a comprehensive EE&T process or work exclusively on select components of an EE&T plan.

Featured Projects
Baltimore City Multi-Agency Active Assailant Tabletop Exercise
This exercise provided over a dozen city agencies with the opportunity to collaboratively assess and analyze how they would respond to a multi-casualty shooting event at a downtown government building. It addressed critical topics such as law enforcement tactical response, medical triage of victims, ingress/egress management, public information and family reunification. It was the first exercise of its kind in Baltimore’s history.
DC Courts Continuity of Operations (COOP) Full Scale Exercise
This exercise tested the ability of the DC Courts system to relocate its juvenile offender processing functions from the Moultrie Courthouse to an alternate facility in the District. CHHS provided direct support to the US Marshals and a multi-disciplinary group of DC government agency personnel in the facilitation and evaluation of this exercise.
Maryland Region V Hospital Coalition 2017 Full Scale Exercise
CHHS designed and facilitated a full-scale exercise to test the medical surge capabilities of healthcare providers in the Maryland Department of Health Region V Hospital Preparedness Coalition. With over 15 hospitals and 5 local government departments across the region simultaneously participating, the 300+ exercise players tested both regional emergency plans regarding resource management and communication, as well as individual hospital emergency plans for issues ranging from active assailants to suspicious packages.
