On-Site Planning Support for Emergency Management Agencies
CHHS has provided on-site staffing support to state and local emergency management agencies (e.g. Prince Georges County, Howard County, Montgomery County, Anne Arundel County, City of Annapolis, and the Maryland Emergency Management Agency) for the past 15 years. Services rendered include plan updating and review, emergency operations center (EOC) staffing, logistical support, and exercise planning, facilitation and evaluation.
Maryland Emergency Management Agency (MEMA) Legal Handbook
Emergency decision makers are often confronted with difficult and sometimes novel situations during an emergency, which may or may not raise legal questions. To aid emergency decision makers, CHHS developed a legal handbook covering topics such as executive emergency powers, governmental liability and immunity, and subject areas like public health and environmental safety. Written in plain language, the handbook is intended as a legal resource for non-lawyers and is not a substitute for legal counsel.
Howard County, MD Emergency Operations Plan (EOP)
The Emergency Operations Plan (EOP) defines the actions and roles necessary to provide a coordinated response within Howard County in the event of an emergency or disaster event. This plan reflects a very lengthy process to improve the emergency response capabilities within Howard County and involved numerous county agencies and external partners. The EOP was put to the test for several incidents including a January 2016 blizzard, tornado, and both the 2016 and 2018 catastrophic Ellicott City floods.
