Patrick Joined the Center in June 2019. He supports Montgomery County Office of Emergency Management and Homeland Security as a Regional Planner.

In 2018, he received his Master of Science in Law with a concentration in Crisis Management and Homeland Security from the University of Maryland Francis King Carey School of Law. He also holds a Master of Public Administration from the University of Baltimore and Bachelor of Science from Towson University. Prior to joining CHHS, Patrick spent over decade in legislative and policy roles in the Transportation field at the State and Local level. He primarily focused on the areas of tolling and transit policy. Patrick’s understanding of policy development, implementation and evaluation allows him to effectively communicate with external partners policy decisions.
