Chang Won Kang joined CHHS in June 2021. Prior to joining the Center, he received his Master of Laws (LLM) degree from the University of Maryland Francis King Carey School of Law.

During his time at the law school, Mr. Kang externed with CHHS and had the opportunity to assist the Anne Arundel County Office of Emergency Management. Currently, he is serving a role of assisting the Baltimore Mayor’s Office of Emergency Management in their overall planning and management of a partial or citywide evacuation. He is also assisting in the planning and execution of the Fort Detrick Tabletop Exercise.

Born in South Korea, Mr. Kang received a B.A. in Chemistry and Political Science from Case Western Reserve University in 2016 and a J.D. from Syracuse University College of Law in 2019. He is now admitted to practice in the State of New York and the District of Columbia.
